When Ioworth Hoare bought a lottery ticket while in day release from an open prison, he could never have imagined that he would scoop over £7 million. Mr Ioworth was convicted of rape and then while in prison won over £7 million in 2004; no rules prevent prisoners buying lottery tickets and so he could keep the prize but now the Lottery winner is to pay compensation to his victim after a ruling by the European Court of Justice.
